Update Build.PL to require a newer version of "version", to address a rare installation problem. (RT#56283) Thanks to Jim Brandt and others.

To install CGI::Application::Dispatch, copy and paste the appropriate command in to your terminal.

cpanm CGI::Application::Dispatch

perl -MCPAN -e shell
install CGI::Application::Dispatch
