fixed test for fileno-dir: not supported on MSWin, skip the test if cwd can't be opened

To install Syntax::Construct, copy and paste the appropriate command in to your terminal.

cpanm Syntax::Construct

perl -MCPAN -e shell
install Syntax::Construct
