Changes for version 0.012 - 2016-12-19

handle numeric timezones west of Greenwich + numeric timezones with non-integral number of hours (contibuted by Christian Carey)

Create PDL from database (optimized for speed and large data)

To install PDL::IO::DBI, copy and paste the appropriate command in to your terminal.

cpanm PDL::IO::DBI

perl -MCPAN -e shell
install PDL::IO::DBI
