Changes for version 0.11

Fixed bug (sometime dead locks were after target locking)
Added 'busy_lock' option in contructor and to 'rule' method
All 'set's in cache executed with expire as 'never' (excluding locking of targets)

a cache dependencies (cache and like 'make' utility concept)

a rule class

in lib/CHI/Cascade/Value.pm

To install CHI::Cascade, copy and paste the appropriate command in to your terminal.

cpanm CHI::Cascade

perl -MCPAN -e shell
install CHI::Cascade
