Changes for version 1.831 - 2017-09-19

Resolved crash on the Windows platform for older Perl (< v5.18). Older Perl must continue to run the shared-server as a thread. Thank you CPAN testers, CHORNY and NONAME.
Re-enabled Condvar testing on the Windows platform.
