Fix config loading so that if passed a directory including a . in the file name, then loading it as a directory works (would have previously tried to force a specific filename and failed)

cpanm Catalyst::Plugin::ConfigLoader

perl -MCPAN -e shell
install Catalyst::Plugin::ConfigLoader
