Changes for version 0.25 - 2018-10-17

Add fixes for fetch_file that was preventing successful testing on cpantesters, including the difference with BSD's tar that an empty input is not an error.

To install App::MechaCPAN, copy and paste the appropriate command in to your terminal.

cpanm App::MechaCPAN

perl -MCPAN -e shell
install App::MechaCPAN
