Delete PERL_USE_UNSAFE_INC before running other module's tests (GH#5)
Increase the default timeout to 60s
Add a --devel flag so you can install unstable versions of perl
Fix a bug that would try to install a module after it was determined that it didn't need to be installed again

cpanm App::MechaCPAN
